Joseph McKillips

Executive Director


Joe became the Executive Director of the Network of Employers for Traffic Safety in September 2016. As Executive Director, Joe is responsible for leading NETS’ road safety efforts. These  include: the annual STRENGTH IN NUMBERS® road safety benchmark survey, the annual Drive Safely Work Week campaign, marketing the Novice Driver’s Road Map, and NETSWork, NETS’ monthly enewsletter. In addition, Joe represents NETS on the UN Road Safety Collaboration, the principal steering committee for the Decade of Action for Road Safety 2011-2020 initiative.

Joe had been a NETS Board of Directors member representing Abbott since 2008 and served as NETS Board Chair for 2014 and 2015. He has more than 26 years of occupational health and safety experience across Abbott’s manufacturing, R&D and commercial business sectors with emphasis in the areas of process safety, loss prevention and global road safety. He was also a participating member of the ANSI/ASSE Z-15.1 Accredited Standards Committee on Safe Practices for Motor Vehicle Fleet Operations. In addition to successfully leading the organization’s fleet safety programs, Joe led Abbott’s efforts to implement a comprehensive cell phone ban while driving in 2013. He also championed Abbott’s initiative to make road safety a component of its corporate social responsibility program through school-based road safety initiatives across India and helmet safety campaigns for children and families across Vietnam.

Liberty Mutual (Board member company since 1996)

Dane has been with Liberty Mutual for 25 years and has held roles in Claims, Managed Care, Information Technology, Reinsurance and for the past 5 years, as Director of Corporate Safety for Liberty Mutual. In April of 2014, Dane assumed additional duties, adding Business Continuity Planning to his area of responsibility. Dane is responsible for implementing Liberty’s Safety and Environmental Health strategy company-wide, generating significant reductions in key injury and prevention metrics in recent years.

Jenn Guerrini

Executive Commercial Auto Risk Specialist

Chubb & Son (Board member company since 1998)

With 20 years of experience in the insurance industry and 18 years at Chubb NA, Ms. Guerrini manages and provides leadership as well as invaluable knowledge and guidance to not only her peers in the Risk Engineering Service Department but also to a wide array of clients that have come to rely on her for advice, recommendations and support to improve fleet safety and minimize risk in their business operations. Ms. Guerrini provides hands on experience and support that is instrumental to both clients and Chubb. In her current role as Executive Commercial Auto Specialist, she is responsible for implementing Chubb’s commercial auto strategy company-wide.

Ms. Guerrini is a Certified Safety Professional (CSP), Certified Director Safety (CDS), & Certified Safety Supervisor (CSS). For the past eight years, Ms. Guerrini has been serving as a Fleet mentor for the North American Transportation Management Institute (NATMI), where she assists others in obtaining their certification as a Certified Director of Safety (CDS). Ms. Guerrini is also a Certified Defensive Driver Instructor. Jenn has a B.S. in Occupational Safety & Engineering and an M.S. in Industrial Safety & Engineering from Keene State College

Kylie Chappell

Director of Safety and Compliance

AmeriFleet Transportation (Board member company since 2007)

Kylie began her career in Transportation in 2001 working as a Log Auditing Clerk at Bennett International Group in McDonough, GA, working with a team of 13 to perform daily audits of driver’s daily logs and supporting documents. In 2003, she was promoted to Log Department Supervisor for the company.  In 2005, Kylie was contacted by the former VP of Claims of Bennett and asked to join the team of a startup auto hauler company, Blue Thunder Auto Transport, as the Safety Manager, where she helped develop and maintain the Safety/Claims team until the company filed bankruptcy in 2007. From 2007 to 2008, she worked with Conway Freight as a Customer Service Representative then later moving positions to OS&D (Overages, Shortages and Damages) Clerk.

In 2008, Kylie left Conway Freight to become a member of the AmeriFleet Transportation Family as a DOT Coordinator and was promoted to her current position as Director of Safety in 2010. She has helped establish and maintain a strong safety culture throughout the entire organization with the creation and development of policies and procedures regarding safe driving, claims procedures and recruiting standards. Recently Kylie accepted additional responsibilities of day to day HR management providing assistance and support to the management team and employees on issues and concerns regarding employee relations.

Kylie studied Psychology at Georgia College and State University-Milledgeville, GA. She enjoys spending time with her husband, Phillip, of 7 years and their four legged child, Max the Boxer. She is an avid UGA football fan.

Jonathan Dyer

Route to Market Safety and Environmental Principal

The Coca-Cola Company (Board member company since 2011)

As Route to Market Safety and Environmental Principal for The Coca-Cola Company, Jonathan works with Company and franchise bottler organizations to lead the development and implementation of safety and environmental programs for the Coca-Cola system which provides 1.9 billion servings per day across more than 200 countries.

Over his 20 year career, Jonathan has served in a variety of health, safety, & environment roles of increasing responsibility in Academia, BioTech and Manufacturing. He has a Bachelor of Science Degree in Physics from Bridgewater State College and a Master of Arts Degree in Environmental Studies from Brown University.

Jonathan and his wife Kate live in the Boston, Massachusetts area, are proud parents of two active children and a goldendoodle.

Sandra S. Lee, Board Chairperson

Director, Worldwide Road Safety

Johnson & Johnson (Board member company since 2008)

Sandy Lee is the Director, Worldwide Road Safety with global responsibility for Johnson & Johnson’s SAFE Fleet, providing services to over 33,000 drivers. Sandy’s background includes over 25 years of experience in the field of health promotion and disease prevention, and providing employee health, wellness and occupational road safety services in domestic and global roles. She holds a Master of Public Health degree in Health Education from the University of California, Los Angeles and is certified as a Health Education Specialist. Sandy is a board member of the Network of Employers for Traffic Safety (NETS), member of a Client Advisory Board, APHA, NAFA, and also involved with the Asia Injury Prevention Foundation’s Helmets for Kids through J&J’s support.

Liza Lemaster-Sandbank

Highway Safety Specialist, Occupant Protection Division

National Highway Traffic Safety Administration (NHTSA) (Federal liaison to the Board since 1994)

Liza Lemaster-Sandbank currently serves as a Highway Safety Specialist with NHTSA’s Occupant Protection and Impaired Driving Division. Liza Lemaster-Sandbank has over 20 years of professional experience in program and financial management and supervision, with 17 of those in Federal highway safety program and grants management. She joined NHTSA after 12 ½ years of experience with the Maryland Highway Safety Office. Her diverse set of professional expertise ranges from data analysis, problem identification, strategic planning, and program development and implementation in the areas of aggressive and impaired driving. Liza now uses her experience to develop and test occupant protection and distracted driving best-practice highway safety countermeasures.

Liza is no stranger to NETS, her tenure at the Maryland Highway Safety Office began as the NETS Coordinator, where she successfully launched Maryland’s T-SAFE Project (Traffic Safety for Employers Project) and coordinated a Statewide Executive Committee with a diverse set of business leaders and safety champions. At Maryland, she also effectively coordinated Maryland’s legislatively established Governor’s Task Force to Combat Driving Under the Influence of Drugs and Alcohol. Liza was appointed as the lead staff to guide and manage the efforts of the Task Force and interact with Governor appointed members of the Task Force for an 18 month tenure. Her work led to a comprehensive, recommendations report to the Governor and General Assembly. The recommendations have led to several legislative changes and are still referred to today as a guide for statewide impaired driving system improvements.

Dr. Stephanie Pratt, PhD

Director, NIOSH Center for Motor Vehicle Safety

National Institute for Occupational Safety and Health (NIOSH) (Federal liaison to the Board since 1996)

Stephanie Pratt, PhD is a Research Health Scientist for the U.S. National Institute for Occupational Safety and Health (NIOSH), with nearly 20 years’ experience in occupational health and safety.  She is the lead subject area specialist within NIOSH for road safety, and is Coordinator of the NIOSH Center for Motor Vehicle Safety.

In addition to serving as a Federal government liaison to the NETS Board of Directors, Dr. Pratt is a member of the Transportation Research Board Committee on Vehicle User Characteristics, the ANSI Z-15 Committee, the Road Traffic Injury Research Network, the U.S. government Roundtable on Global Road Safety, and represents NIOSH in the UN Road Safety Collaboration and its Work-related Road Safety Project Group.

Dr. Pratt’s recent research projects include a survey of truck driver health and safety, analysis of crash data for the U.S. armed services, and an international review of occupational crash data.  She holds master’s degrees in music performance and sociology, and a PhD in public policy analysis.

Brian Sambirsky

GM Downstream Road Safety

Shell International Petroleum Company, B.V. (Board member company since 2012)

During his 20 year career, Brian has held production engineering, logistics operations and project management roles in the mining and oil and gas industries.  Brian is currently based in Houston with previous work experience in Australia, Canada and Nigeria.  In his current role, Brian works with a global team to support Shell’s Downstream business road safety efforts.

Luigi Terzini

ESH Director

Monsanto Company (Board member company since 2004)

Luigi Terzini currently serves as ESH Director at Monsanto. From Italy, during his 10-year career with Monsanto Luigi has provided leadership for ESH and Human rights in several geographies (Europe, Middle East, Africa and South America) throughout manufacturing, R&D and Commercial functions. In his current position, Luigi is headquartered at St Louis MO and provides leadership and direction for Safety to the Monsanto Row Crops Seeds, Vegetable Seeds and Chemical Crop Protection Global Production and to the all Global Technology. Under his responsibilities resides the Monsanto’s effort on Global Vehicle Safety, on and off the job.

Terry Thomas

Corporate Health and Safety Manager

United Parcel Service (Board member company since 1996)

Terry has a Bachelor of Science in Safety Engineering and has been with UPS for 32 years. He currently serves as the Corporate Safety Analytics and Technology Manager with UPS. He is responsible for managing the development, support, and maintenance of all health and safety systems. He also provides extensive training to all global business units on health and safety technology systems, and procedures to assist with evaluating business plan results and the tracking of health and safety metrics. He manages the relationships with safety process vendor consultants to ensure maximization of their expertise globally in promoting safety and loss prevention.

Prior to assuming his current position, Terry held various positions in operations, industrial engineering, and health and safety at UPS.  He has spent the last 25 years in health and safety with UPS at the district, regional, and corporate level.
