Caterina Toner of Chubb Joins NETS Board of Directors
VIENNA, Va. — The Network of Employers for Traffic Safety (NETS) is pleased to announce that Caterina C. Toner, CPCU, Vice President, Commercial Auto Product Line Underwriter at Chubb, has joined the NETS Board of Directors.
Toner’s appointment further strengthens Chubb’s long-standing involvement with NETS. Chubb has been represented on the NETS Board for many years and continues to play an active leadership role in the organization. Toner joins fellow Chubb executive Jenn Guerrini, a long-time NETS Board member who served as Board Chair for 2024 and 2025.
“Chubb has been an important part of NETS for many years, contributing leadership, expertise and a valuable insurance and risk-management perspective to our work,” said Art Kinsman, Chief Strategy Officer of NETS. “We are very pleased to welcome Cathy to the Board and to further strengthen that relationship. Her deep experience in commercial auto underwriting, risk selection and portfolio management will bring another important perspective as NETS works with employers to strengthen fleet safety programs and address emerging road safety challenges. We value Chubb’s continued leadership and look forward to Cathy and Jenn helping guide the direction of NETS and our collective efforts to make roads safer.”
“NETS brings meaningful value to Chubb by strengthening our fleet and broader road safety efforts through shared learning, best practices, and insight into emerging industry trends, technology benefits, and risk selection,” Toner said. “I value the opportunity to continue collaborating, exchanging ideas, and learning from companies across the insurance sector and the broader NETS community. NETS reinforces the difference between good and great fleet safety programs, and the importance of treating fleet safety as a value, not just a priority, because meaningful change comes from steady leadership, continuous learning, and collective effort.”
Toner partners with Chubb field underwriters and managers to drive profitable growth and manage portfolio risk through terms, conditions, risk selection and pricing. She also supports the Auto Line of Business Manager in developing and implementing field underwriting strategies.
Her career at Chubb spans more than two decades across underwriting, leadership and product roles, including Global Accounts, Manufacturing and Commercial Auto.
NETS’ Board of Directors brings together senior leaders from public and private-sector organizations committed to advancing road safety. Board members help guide NETS’ strategic direction while sharing knowledge, experience and effective practices that can improve fleet and road safety within their organizations and across the broader employer community.
